By applying water to the ceiling or upper layer, the water absorbs a large amount of heat as it turns to steam, lowering the temperature of the hot gases and reducing radiant heat transfer to fuels. This slows or halts the progression toward flashover and buys time for occupants and firefighters to operate safely while advancing lines. Other approaches, like venting to outside air, can introduce more oxygen and intensify flame growth; directly applying water to the hottest fuel or exposing fuel to flame contact targets the flames themselves rather than cooling the environment, which isn’t the intended effect of an indirect attack.
